Parliament Approves 2025 Budget Framework Amid Debate
Parliament has officially adopted the 2025 Fiscal Framework and Revenue Proposals following a heated debate in the National Assembly on 2 April 2025.
The decision came after Members of Parliament cast their votes as follows:
- 182 against
- 194 in favour
- No abstentions
Presiding officer Cedric Frolick announced the outcome, confirming the approval of both the budget framework and the Standing Committee on Financeâs report.
Extensive Consultation Process
During the debate, Standing Committee on Finance Chairperson Mkhacani Maswanganyi outlined the thorough process leading to the budgetâs approval.
- 14 March â Finance Minister Enoch Godongwana and SARS Commissioner briefed the committee on the budget details.
- 18 March â Parliamentary committees received post-budget input from the Parliamentary Budget Office and the Financial and Fiscal Commission.
- 25 March â Public hearings were conducted, with 51 submissions received (29 written and 22 oral).
- 28 March â National Treasury and SARS responded to concerns raised by the public and engaged with stakeholders.
The final committee report, based on these extensive consultations, was drafted and reviewed before being presented for adoption.
âThis report reflects a rigorous and inclusive process,â Maswanganyi said, defending the committeeâs work.
With the budget framework now approved, attention shifts to the next steps in implementing the financial plans for the 2025 fiscal year.
