The Bushbuckridge community has been left shocked, angered and deeply disappointed after a man accused of raping a 14-year-old girl was granted bail. Residents who had previously marched and appealed for him to remain behind bars now feel their voices were ignored, reigniting community outrage and calls for justice.

The case, which first drew public attention in September, involves a Grade 7 learner from the Alexandria area of Bushbuckridge who reportedly displayed severe emotional distress at school following the alleged rape by her stepfather in August. Community members, supported by the Kaizer Mgiba Branch, gathered outside the Mkhuhlu Magistrate’s Court in September, demanding that the accused not be released on bail for the safety of the victim and other children. Councillor Sabelo Mkhabela stated firmly: “We do not want Norman to get bail. The children in our neighbourhood are not safe with him at large.”

Despite these concerns, the accused’s lawyer submitted bail applications on 10 and 14 October. On 21 October 2025, the court granted bail of R5,000, allowing the accused to return to Bushbuckridge while awaiting trial. His next court appearance is scheduled for 21 November 2025. The decision has sparked fear among residents who believe the safety of children has been compromised and that the justice system has failed to prioritise the vulnerability of the victim.

Parents have expressed their dismay, questioning how a person facing such a grave charge can be permitted to return to the same community where children continue to live, learn and play. “If he’s out on bail, what about our children? We demanded no bail — but we got it anyway,” said one resident. Families are calling for stricter monitoring of bail conditions to ensure the accused does not intimidate the victim or interfere with the case.

As the matter continues, schools and community organisations have been urged to remain vigilant regarding children’s wellbeing. Parents are encouraged to report any signs of trauma or distress and to seek immediate help if necessary. Community leaders are also planning further engagements to keep residents updated. Many have pledged to attend the 21 November hearing to show solidarity with the victim and to ensure justice is not delayed.
