ActionSA has warned that the R114 million upgrade of the D4382 road between Belfast and Justicia is unlikely to meet its extended January 2026 deadline.

The warning follows findings made during an oversight visit by the Portfolio Committee on Public Works, joined by the Department of Public Works and other stakeholders, as part of the Taking the Legislature to the People programme.

The visit revealed that work on the 13.6km project has been repeatedly halted due to the non-payment of contractors. Shockingly, no activity was taking place even during the oversight inspection. The project, originally scheduled for completion in November 2025, has already been pushed back to 23 January 2026.

Despite the initial budget of R114 million, costs have now risen to R128 million. ActionSA expressed concern that variation orders already account for 14% of the total. Treasury regulations require a re-tender if this figure reaches 20%, which could further delay completion and increase costs.

With the rainy season approaching, the partially dug road risks turning into a “mud pool,” leaving local households in danger as deep trenches line their gates. Residents say the poor progress has left them living with daily hazards and restricted mobility.

ActionSA also questioned reports of disputes between labourers and the Department over pay rates, noting that such issues should have been settled once the tender was awarded. The party has called for stronger communication between the Department, contractors, and communities to prevent further disruptions.

“The non-payment of contractors is indefensible. A project of this magnitude cannot be abandoned mid-way,” said ActionSA MPL Thoko Mashiane. “The community deserves better than half-dug roads, empty promises, and wasted millions.”

ActionSA added that failure to complete the road project will worsen the suffering of residents and stand as further proof of weak project management and poor accountability within the Department of Public Works.
