President Ramaphosa Announces Cabinet Reshuffle

President Cyril Ramaphosa has announced changes to the National Executive, effective immediately, in a move aimed at enhancing the Cabinet’s effectiveness in delivering on its mandate.

In a statement released on December 3, the President cited Section 91(2) of the Constitution as the basis for the reshuffle, emphasizing the need to align the Cabinet’s composition with national priorities.

Key Appointments and Transfers

The changes include the following:

  • Mmamoloko Kubayi, previously the Minister of Human Settlements, has been appointed as the Minister of Justice and Constitutional Development.
  • Thembi Nkadimeng, formerly the Minister of Justice and Constitutional Development, has taken over as the Minister of Human Settlements.
  • Phumzile Mgcina, the Deputy Minister of Labour and Employment, has been reassigned as the Deputy Minister of Mineral and Petroleum Resources.
  • Judith Nemadzinga-Tshabalala, who was the Deputy Minister of Mineral and Petroleum Resources, will now serve as the Deputy Minister of Employment and Labour.

Statement from the President

“The changes to the National Executive are effective immediately,” President Ramaphosa said. “I would like to wish these members of the national executive well in their new positions.”

The President emphasized that the reshuffle is intended to strengthen the Cabinet’s capacity to meet its obligations under the Constitution and national legislation.

Constitutional Authority

Under South Africa’s Constitution, the President is entrusted with the executive authority of the Republic, which he exercises alongside members of the Cabinet to implement constitutional provisions and national policies. The reshuffle reflects the President’s efforts to optimize government operations and ensure the effective delivery of services across key portfolios
